She doesn't say 'Mondnebel' in this video. It sounds more like 'Mondlicht' as fuckingchaka wrote in a previous comment. To me her speech sounds something like 'Smacht der Woldlicht, macht auf!'. The voice actress probably needs speech therapy.

No that`s not true...sailor moon says different speeches....eternal sailor moon says:"macht des Mondlichtes, Mach auf"!!!!

After a bit of research I found it! It's "Macht der Mondnebel! Macht auf!" -- Power of the Moon nebula, power up! -- It's the same phrase for each scout, just sub in thier planet name. Macht der <planet>nebel! Macht auf! Mercury - Merkurnebel Mars - Marsnebel Jupiter - Jupiternebel Venus - Venusnebel Neptune - Neptunnebel Uranus - Uransnebel Pluto - Plutonebel Hope that helps! Again if my spelling is off, I'm sorry. I don't know any german.
