For those of you unfamiliar with the foul, a jump ball is a foul, however this is NOT a jump ball, the white clearly landed before the ball, then bounced over it, its how the rule book is worded that is at fault, nevertheless, it is not a foul.

To clarify, Jump ball means hitting the white over another ball, where the while Lands on the other side of the ball jumped, bouncing over is not a foul

This is definitely a jump shot. It does not make a difference, that the cue ball hit the table once before jumping over the first object ball. The rule says jumping over any part of an object ball before hitting a BALL ON or a cushion is a forbidden jump shot. The only exception is made, if the cue ball jumps over part of a BALL ON and hits it, but does not hit it on the farther side of the ball.

As far as i know, it the cue ball jumping object balls only became a foul relatively recently (past 20years) I dont think that rule existed when this shot was played. Ofcourse i could be mistaken, but im sure Dennis Taylor mentioned it before in commentary about this shot.
