Focusing on energy managment via district energy/cooling systems is a good stepping stone to removing a fuel-centric energy system from the face of the Earth,

Fuel-centric energy technology is very nearly obsolete. Burning fuels can be a step in waste managment & only then remain a viable energy source in the future.

Economies of scale for overunity already exist, but are "black" technologies for "national security". This will end very soon.

District Energy is still a valuable tool.

District energy has been heating and cooling buildings in thousands of colleges, universities, hospitals, research campuses, and downtown urban areas in the U.S. for over a century. With the advent of combined heat and power technology (CHP), today's district energy systems can deliver twice the efficiency of individual building systems. Some are already burning biomass fuel including corn husks, oat husks, and landfill gas. Great solution where there are clusters of buildings.
