It's called 'lilting' for obvious reason. It probably comes from the dark times of Ireland when the music was banned, the instrument lost. Singing the dancing tunes have saved the memory of the music from extinction (there was a very few recordings and notation in these times...)...
This technique has been imported by Irish immigrants in Canada, and improved in Quebec (aka 'turlute')

I always thought is was a version but it is the Maids of Castlebar, I think purposely the name itself sounds like the 'Maid behind the Bar'
