they say 1 in 100 people is a psychopath, thats 300000 psycopaths in the USA. they probably combined some numbers from mental institutions and law enforcement to determine what percentage of that population actually turned serial killer and guestimated the number of 100. Since most serialkillers are psychopaths its probably a safe assumption, 100 is far less then 1 percent of the psychopathic population.
