My guess is you must win the singles tornament in the "Super Monkey Ball" section of Superstars mode in order to unlock MeeMee. It can be done for all versions, I think.
I think you have to win the doubles tournament in the "Sonic the Hedgehog" section of Superstars Mode in order to unlock Shadow. Well, in the Wii version anyway. I'm not sure about the other versions yet.
