But when looking at things microscopically, one can clearly see that natives, people of mixed race, and blacks are the predominant drug users. I wouldn't even include natives because they use peyote (mescaline) as part of their religious practice. Looking at the entire population using those figures:
Blacks: 0.1 * 0.13 = 0.013 (1.3% of US population are black drug users)
Whites: 0.09 * 0.65 = 0.0585 (5.85% of US population are white drug users)
So there are four and a half times as many white drug users as black.

You seem to think it is the same as 10/13 and 9/65, it's not. These are percentages so it is 0.1 * 0.13 (* US population) and 0.09 * 0.65 (* US population), and that gives you the number of drug users black and white, which I showed before. When looking at the prevalence of drug use you just use that first percentage, 9% and 10% it doesn't matter how many people are black or white because its in percentages. So yes there is more drug use in Blacks than Whites but only 1%.
