Seems like a good speed drill but not to be prolonged. What I do for speed is dribbling(I usually have the ball) around cones and "Shark" game. You probobly heard of the shark game but let me just make it easiyer for you. 1 Player is asked to be the shark(Preferably a good player) and the rest are given balls to keep. The shark takes the balls and the person without the ball turns into a shark, It keeps on going until everyone is a shark.
GREAT drill! I agree with hurricane15 that it will probably be better for players to consider their own cone as #6 and the cone directly oppposite s 12 o'clock as that is how we look at clocks -
A simple tweak that I will make will make each group at 6 o'clock instead of 12 o'clock. When I thought about starting at 6 o'clock it became much easier for me to figure out which cone I had to run around since it is the same way we normally look at a clock. 12 o'clock seemed upside down for me.

This mixes agility/movement, concentration, looking for space, avoidance, has minimal equipment requirements, and can be adapted to suit a number of purposes. It's not gimmicky as it has clear training objectives, and confusion only occurs if an exercise isn't explained or shown. Speaking as a coach, it's actually a very versatile drill.
Drill's objectives objectives could and should be achieved more efficiently - no lines, more touches, less confusion. The clock face is an unnecessary gimmick.
O come on people you guys are teaching kids spped now?. speed comes naturally. seriously you people need to watch african kids and south american kids playing soccer in the streets. watch how organised they're soccer is. at the age of 7 a brazilian kid is amazing. because they do simple things. It looks complicated but it's actually simple. watch a brazilian coach, coaching. I think you might learn something.

Progressions to add:
1) add a ball dribble around cone and back
2) dribble to cone, turn 1 yard away and dribble back
3) as #2 but after turning get head up, and once clear pass the ball back.
4) call out 2 numbers at once, player with ball dribbles to and back from 1st number. 2nd player in line runs to cone and back from 2nd number. This is a bit like supporting runs, and knowing where defenders and team mates are.
Given the fact that many kids wear digital watches, why not make the drill easier to do by having each player line be a "6" rather than a "12"? That way they are looking at the setup as they would a watch face, with the 6 at the bottom and the 12 at the top. From my experience, trying a drill like this will be confusing enough as it is, so anything that makes it easier should help make it go smoother.

This is a brilliant drill but personally I wouldn't use it for any younger than under 12's.
The clock face kind of needed, that way the places aren't always running in straight lines, and also they avoid and keep their head up.
