Rom's are just gba games played on computer, psp etc.

You would have to have been to a Nintendo event to get them. There is no actual in-game way to get the island tickets. I don't believe it's possible to get a fully legit Mew or Deoxys in Emerald at this point. I suggest using VBA from now on. (If you choose to use VBA, plz be sure to follow the legal rights of it.) And if you choose not to use VBA, then I'm sorry to say you're going to be unable to catch these pokemon. ~KruCify
