This hymn is talking about the IDEA of Jerusalem, of making England like the idea of Jerusalem, ie making England PERFECT!

Britain was an exhausted and exasperated nation that was heavily in debt, whose people were war weary and whose soldiers in Palestine were largely ordinary people discontented that they were STILL having to live in a war zone despite the end of the biggest war in history. The poem was written by William Blake to lament the oncoming of the Industrial Revolution, he feared the "green and pleasant land" would be destroyed. Instead he wanted England to be built up like a perfect world, like a new "Jerusalem".
