ACTA will force ISPs to work against their customers and report any suspicious activity.
Internet users who are sharing unauthorized content will try to cover their steps, and encryption of everything will likely become the norm.
With all communication encrypted, online investigations will become that much more difficult, and important things, like fraud, ID theft, etc. may slip through the cracks more easily.
Don't forget ACTA may or will require countries to have surveillance cameras installed in homes around the world to monitor everyone's personal activities even if it's not internet related, to determine whether it's copyright infringement or not. This will mean:
1. Making a sandwich will be illegal, if McDs have the patent.
2. Singing a copyrighted lyric or quoting from a movie to your friends and family will be illegal
