Saddam's WMD programs were in the developmental stages. For an attack on Israel or distant US forces, any long-range weapons would have been useless even if they could be launched. No guidance system Iraq could have possessed would have been able to penetrate US or Israeli defence systems.

From a short-range perspective, Iraq, even if it had that capability, could not affect the outcome of the invasion. Use of WMD's also would have proven Bush was 100% correct about Iraq. That would have solidly put the entire US population behind Bush, which the terrorists do not want.
