I believe GWBs presidency has been underrated, especially when it comes to his impact on spreading democracy, and that history will show that. I was wondering that too, Adsvert. That is, when Bush asserts that the Middle East should "invest in its citizens," what does he mean exactly? Free university-level education? Universal Health coverage? Environmental Infrastructure Upgrades & a Trained, living-wage earning Workforce to implement them? Or does 'invest in its citizens" mean, like here, invest in the military -- thereby creating demand for weapons manufacturers, soldiers, the scientists who should be tackling climate change, etc.?
