If you're going for awesome villains, he would be in there, I think you're list is a pretty good choice, it's just some I wouldn't have picked in the number spots they were in, you missed a lot, that were classic movie villains, and used scenes that didn't do them a real justice. If you're going to do talking scenes in it, instead of they're action scenes you should have let that audio over power that section to show why they are yourpic

Why can't the main character be the villain? How can you NOT consider Michael a villain? He killed people, he ordered people to be killed (including his older brother and brother-in-law), and he lied and manipulated people.
@MetaI4Brains His brother in law was partially responsible for the death of Sonny and abused his wife, Micheal's sister. Fredo betrayed Micheal, though I do suppose that punishment was a bit much. However, can you really call every sinner and criminal in a movie a villain? Do you consider Clint Eastwood's Man With No Name a villain? One last thing. If Micheal was the villain, what was Roth?

There is character development (witch the emperor has next to NONE of), there's doing work YOURSELF (which the emperor leaves to everyone else) and of course a good villain must have anticipation with a good payoff to their terror and the emperor gets killed by Vader when he demonstrates his power! He's not a bad villain, but he's not that great.

Soon, darth vader got more power then the emperor, powerful enough to destroy him. Darth vader is not really evil because he had brought balance to the force and destroyed the sith. The emperor was evil all the way, which makes him more evil then darth vader. Darth Vader was the victim, and doesnt make him as much as a villian and evil as the emperor.

One villain I think you should've added as Pennywise from a movie and book called It by Stephen King. That's something you don't want to ever cross!
Plus I think Voldemort was a good villian, but not so sure if he would have the right to be on any top 10 villian list. He's around the borders. 5/5 on video. Good choice.
