They shouldn't be tackling graffiti the way that they do. It's not bad. And of course everything can seem stupid if you do not understand it. It's not going anywhere and the people that go to prison are an example that it's more that just "scribbling your name on a wall"(like society sees it) it takes hard work and determination. Covering it up makes the area look trashy. When so much effort was put into the piece why bother covering it? This is L.A. and L.A. is becoming more and more popular for its graffiti.
