The Pink Panther talks in only two of the original DePatie-Freleng cartoons, "Sink Pink" and "Pink Ice", and both times by impressionist Rich Little. Supposedly Rich was mimicking British comedian David Niven. These two were experiments in how audiences would react to Pink speaking, and they flatly rejected it. So DFE and United Artists reverted the Panther back to his cool, suave, silent self until Matt Frewer voiced him in the 90's TV series.
The only other instance of Pink Panther talking happens to be in a cartoon short which parodies the "Noah's Ark" story, wherein at the very end, Pinky gives the audience a smug, classy, arrogant look, before commenting,
"Why can't man be more like animals?"
And the accent's so perfect, so classy and sophisticated, it makes sense he DIDN'T talk in other cartoons. Cause people would get distracted by the classiness. And the sophisticatedness.
