I saw a special on Japanese tv that showed the proper technique, there was a lot of twisting involved. The scientific reason behind the technique was to allow the liquid to pass over the ice and not let the ice slam around the shaker so much. The idea is too cool the drink with as little ice melt as possible. The twisting reduces the impacting of the ice against the shaker which reduces friction which reduces melting of the ice.
