We have sent to you the Seven Oft Repeated Verses. [Al-Hijr (15): 87]

(which refers to the first chapter you state). So it is from Allah as a cure for his servants to remember and be concious of him.

I am not sure that this surah is talking about the first seven verses of the Quran which is a prayer for guidance. I am not sure if those seven verses are the most often-repeated verses of the Quran.
