this scene is a reference to George Romero's Day of the dead where a scientist tries to remind a zombie called Bub how to use things, including a phone. the Resident Evil games were inspired by Romero's films and throughout the film series there are little tributes like this to Romero
i remember seeing this movie theatres, and being like "Awww" when the zombie was smiling, and then laughing hysterically when he got pissed off at the blocks... god this braught back memories.
they could think of making that big lab but yet again forgot to make a machine that automatically gives him the stuff or atleast make an anti zombie turret thingy

I think this scene was inspired by the scene in Day of the Dead when Dr. Logan gets the zombie to use a razor, a phone, a book and a tape player. This scene has just been updated with a few modern objects, i.e. a cell phone instead of a rotary.
