Arab countries loaned them billions of dollars because in the first two years Iraq was bankrupt and we were deep in Iraq. US and France even had troops fighting alongside Saddam. The reason US was able to attack Iraq in 1991 was because Iraq was devastated and bankrupt. Iran won its objectives Iraq attacked Iran we pushed him back and got some territory gains.
