In the US if you're thinking about the idea of 'defacing money' being illegal it's only illegal if you do so intending to defraud someone. If you deface it in such a way as to, for example, pass a bill off as a larger denomination that would be illegal. Simply tearing it, or melting a coin or putting a hole in a coin or bill in and of itself is not illegal, in the US.
