No they schould'nt and fortunately they did not. The story of the first HULKMOVIE in 2003 was nice, but too far away from the plot of marvel. There were no nanbots and genetic experiments at all. Banner is a mutant - maybe a class A or a class B mutant. His ability to absorb radiation and survive such an happening plus his twisted (shrinked) mind makes him become the HULK when pissed off. Maybe this mutation would have never been revealed, but banner is a sientist - specialism radiation...

First, the stregth level of the hulk wa depicted differntly in every comic series,for example Wendigo seemed to be on par with Hulk, or maybe even stronger in the old comics.Plus I can think of half a dozen marvel characters who are definately stronger. Its extremely hard to create skin texture, sweat, moisture, muscles, bone structures, hair(including peach fuzz and stuff), lots of other things.

People working on this usually work on TV shows.
