Changing your own password - everyone can do - but changing anyone else's password only accounts with Administrator rights can di - Limited accounts can't change anything related to anything other than their own account.

when you have Vista be sure you`ve changed your security settings

if youre using VISTA you have to start cmd via "run as admin".
