There is a very big diference between having no power and having power and not using it. The Queen is very much the latter, she has lots of power but does not use it. It is etiquette for the females of couples to stand with the men on the outside. In this case, this positioning was appropriate because President Obama and the queen are, for political matters, the authority figures.

No, he really doesn't. The Queen has full ownership of all the UK and other countries under her command. She could have everyone removed from her land at any time, the president can't do this. She can single handly declare war, the president can't do this on his own. She has her own private army, the president has what? CIA? The queen also has the armies of the countires under her command.
She is a very powerful woman, much more so than the President of the United States.

If you want the long winded version, the Prime Minister can declare war under the royal prerogative. This is a power vested in the Prime Minister from the Sovereign. The Queen is the head of state of the United Kingdom and our sovereign.
