all subways are noisy no matter how upgraded and new they are. although it seems quiet when u ride them cuz they added extra paddings on walls but either way they're still loud.
they were planning to re open it in the 90's but in 98 a bombing in some other country or something brought like a public threat thing so they just did some work on it, and never re opened it...
You can see the old City Hall Station if you stay on the 6 after Brooklyn Bridge. Most of the time, people don't really notice, and you'll come out on the Bronx bound side of Brooklyn Bridge.
The old City Hall station is the southern terminal for the original subway (which is, when connected, the modern day 6 line from Brooklyn Bridge to Grand Central, the 42nd Street Shuttle, and the 1 train from Times Square to 125 St.)
I'm really surprised by how much the trains are stressed making the turn there at city hall. I know it was among the first subway line in the city, but all that screeching sounds brutal to the steel.
Technically, it is abandoned, as it is no longer used as a stop, even though its used by the 6 train to turn back north to the Brooklyn Bridge station. Same thing goes for the Cortlandt Street Station (which is mostly destroyed because of 9/11) on the 1, and the 18th Street Station on the PATH.
City Hall is, however, open as a tourist attraction as it was the crown jewel of NYC's original IRT subway.
This isn't the only loop on the NYC Subway System, they have it at the South Ferry Terminal for Line 1 (to be disused by 2009) and just south of Bowling Green Station for Line 4 and 5, but the loop is used to turn the Line 5 trains back to the Bronx.
There are two other loops in the subway system, both at South Ferry. The inner loop at South Ferry is used to turn the 5 train that terminates at Bowling Green. The outer loop is used as the southernmost station of the 1 line and will be replaced with a stub-end terminal next year.
Mainly, the station only got 600 passengers a day in the peak of the subway in the early 1940's, and also because of the increased subway usage, the stations were lengthened to 10 car lengths (originally it was 5). City Hall was too close to Brooklyn Bridge to be extended, as it's tight curve made it unconventional to update as well, and finally it wasn't seeing enough passenger usage. It was decided that it wasn't worth the time and money, and it was closed.
Oh, and I forgot about this one last reason... see the clearance between the middle doors on the train and the platform? Too big a gap to step over, and platform extenders would have detracted from the station.

On Broadway, if you peek through the fence at City Hall, you see a parking lot..in the parking lot there is a bulkhead on the ground (2 metal doors flat on the ground) that's it..
To everyone wondering, here's exactly what happens. You take a downtown 6 train to Brooklyn Bridge, you'll here a new announcement "this is the last downtown stop on this train, the next stop is..." and basically you just stay on, nobody will be on, but it is perfectly alright, MTA encourages you to stay on because it increases speed and stuff. The station will be on the right just so you know... check out my video of my ride through.
Only if you have special permission from the city, but also the transit museum holds tours every so often. You'll see the entrances on the surface, but they've been sealed, so nobody can get in without a key.
it's not the ONLY loop, south ferry, inner loop and outer loops are the only ones i know of

It didn't meet minimum standards to be a vlid station. The MTA couldn't do that, so it closed in 1945.

okay, WITHIN city hall property, there is an entrance..the only one IIRC..
The 6 train on the downtown platform goes through it..lays over on uptown platform (yes, station exists)
That video was taken on the centennial day..and they opened it up to the public..

The station has been closed since 1945, but if you ride an out of service downtown 6 train, you can get a nice look out the window.
