Am I to assume that this would have been sung in Lent, Advent, Septuagessima, or if there was a procession after Mass, or was this the standard dismissal for an Apostle/Martyr, or just for the specific Feast of Saint James?

According to the discography this specific version (composition) of Benedicamus Domino was chanted during the Vespers of the feast of Saint James.
