The purpose of the slow movement is to develope alignment and movement where the entire bdy alligns. Next it is to develope internal awareness and to begin to circulate and store qi.
Next through these movements you develop union of the mind spirit and body this will cause your movements and intent to flow freely like water in a stream. This is in conjunction with push hands. In a fighting situation the speed of your attacks are effortless powerfull and quick.
Any martial art when mastered to a high enough degree can produce devastating fighting effects through keen understanding of ones own body. In addition although all Tai Chi moves are practiced slow, by performing this move perfectly at a high speed I could see multiple ways with which to injure someone. Finally, an all defensive martial art is perfectly fine because if your opponent can never hit you, why do you need to attack back?
@Temudun I agree, other styles are better. like mui thai (Or however it's spelled)
