The headline of this entry is misleading...it's not U.S. Customs, it's Congress and the Department of State that issues Visas. Customs only enforce the laws they can at ports of entry.

I can't believe that CNN would do such a bad research into its report. Its true that more than 113,000 H1B visa and quota is 65000+20000. This quota only applies to private companies. Educational,Govt. Research, Non-profit and Religious institutions can apply for as many visas. Quota do not apply to them. Educational and research institutes apply for tons of H1B visas , which doesnot require quota.
