no, but a nation-state needs a bank or it won't be able to raise funds. what we did was privatize that whole system instead of nationalizing it. The Asian crisis is somewhat similar to this.
Have you even read the Constitution? All the ways to raise the funds our nation needs is provided for in that document. We do not need a bank to raise funds. We are going broke because of the banks. Don't kid yourself, banks are not our friends, and they do not own this country, yet.
