I'd have to disagree with that response from Gravel's campaign, at least on a minor point; a government exists to protect and maintain its citizens' *rights*. Believing a government exists to protect its citizens means accepting a paternal government that creates laws protecting citizens even from themselves (e.g. the war on drugs) which can subvert the fundamental concept of individual liberty.
