yes it does. its saying that the streetlight are jus like moment in his life that are passing by him and realizing that life is to short to jus live in the past. hes had is share of dificulties in his life (hence the line "so i hopped in the cab and i paid my fare") he knos what he wants to acomplish in life but hes jus not there yet. he has to keep on working till he gets to that point in his life. lol its a very deep song : ))))
