That is true. To do it correctly swing from the shoulder keeping your elbows at a 90 degree angle. Once that begins to work, swing and keep them moving. Practise that and simply with taking 3 or 5 pound weights; and in 1 minute intervals swing your arms as if you are running. This will help you gain arm strength and form.
With the wieght bring you to your heels, it's probably that you are beginning to "sit", bringing your bottom closer to the ground.
well i am short and i am way faster then tall people. even though they have a great stride i just work harder and faster then most people. its weird ,lol
people with short legs are gona be more explosive and quick, but if you have long legs more than likely you will be a distance runner because you can take long strides and just kinda jog and maintane a good speed

Spending time in the air is a good thing. The issue is how to spend more time going forward and less time going up and down. In order to direct you properly, I would need to see video of you running. I would imagine the way you are landing is causing your issue, and should be easy to correct. Email me a video of you running and I could tell you more then.

If in 2 years you cut 2 seconds, that would put you at 11 seconds, in two more years you cut just .5 that you make you at 10.50. Always think about getting better.
if i were to drill this,would i approach it with a certain reps/sets and distance or what?

Use your arms. Think more on getting arms to drive you forward, and your legs will follow..

i just let them relax into a natural closed sort of position, but not so that you have to focus on closing them coz ur focusing on running

just moving your arms faster may not give you slightly more speed.
Move them faster when, how do you move them faster,
If not done correctly, you may increase turnover but sacrifice stride length. Which would make you slower.

Look at your start for changes, you are running fast to soon, which means you are slowing down as other may still be speeding up.

You could say i'm fast for my age,i suppose.
Im 14 in oklahoma and in football i ran a 4.63 in the 40 yard sprint. when i run i dont let my heels touch the ground,is it similiar to this?

No, ankle weights is not the solution.

You can with a plan. Also think about developing your sprint actions. Just sprinting will not let you reach your true potential.
Work on developing your hand action, foot recovery action, foot strike action and so on.
