If 1:17 is the most intense damage example thne I can see why some sources say EF3 and some say EF4.

No, the destruction was mainly in Windsor, Fort Collins had heavy winds but no damage that I am aware of.

Rarely do tornadoes go as far west as Ft. Collins.

That is very true, but no one ever thought a tornado would hit windsor either... its one of those things you just never know about!
