If the US was run like a cooperation, we wouldn't give squat to other, failing corporations. we wouldn't spend trillions of dollars on a useless war.
Most corporations are run better than the united states government. Why? because the of the personal interests of the people that run them, coincide with the wellbeing of the cooperation. This is not so true about government.

Unless the whole procedure is pre-scripted I think there could be some problems. The Senate writes it's own rules of order. There are very few constitutional mandates on how the Senate does business. They would have to decide prior to the vote, what could and couldn't be done. I don't know if anyone has taken the time to work out the details of this possibility. re: the Supremes. I don't think they can compel the Congress to do much. Separation of powers ya know.

i dont believe so. procedural guidelines aren't for national elections. the supreme court would step in and demand a vote.
