I don't think you know much about the living conditions of most other animals in that country. While not ideal, that bear is getting off very, very easy. He at least seems cared for. The Chinese keep those same bears in tiny 1mx1mx1m cages with holes cut in their stomachs to extract bile. Again, consider him lucky.
