The evolution of your Rival's Eevee is dependent on the first two encounters with him (in the Lab, and to the left of Viridian). If you win both, he evolves it into Jolteon. If you win one but lose/ignore the other, he evolves it to Flareon. If you lose/ignore both, he evolves it to Vaporeon. The other Pokemon is dependent on this choice. If your rival has Jolteon, he will not have Magneton. If he has Flareon, he will not have Ninetales. And finally Cloyster for Vaporeon.
