Its not a game, and yes like xkawaiixmedicx says they are created as mirror images of each other, I think that's what 'Kagamine' means too. ( I don't know Japanese though ) They are actually voice programs, which can be programmed to sing. They can be twins, couples etc etc depending on the songs actually.
