Don't you think that small and up-and-coming business owners would be helped by a comprehensive and inexpensive government backed health insurance alternative? It's got to be a better alternative than the expensive and restrictive (pre-existing conditions, rising premiums and deductables, lower payments to providers) BCBS and HMO choices. This would help them stay competitive with larger companies by having a benefit plan available.
