From what I recall, essentially, because of her father, there were 3 souls inside of Hotaru.
Mistress 9, Hotaru, and Sailor Saturn. Naturally, Hotaru was meant to be the reincarnated Saturn, but Mistress 9 prevented her rebirth as a Sailor Scout. Through Rini and her father, however, Hotaru finally managed to access her dormant powers... and we all know how that ended. D:
@SilverAnicore Mistress 9 in the Anime is in her True Form, she's not an EVIL Version of Hotaru, she's a separate entity from Hotaru. Hotaru's (Sailor Saturn) spirit is inside Mistress 9, and she destroys Mistress 9 from the Inside. But let's just say, that Hotaru is going to look like splitting image of Mistress 9 when she's Older if you read the Manga.

Like Pharaoh 90, Mistress 9 is a shapeless being that needs a host body to exist in our dimension. The shape she takes into is due to the alien being fused with Hotaru.
