It's no shocker that Russia and America will never be allies. I don't view the US Goverment's intentions as correct. They want to get involved in some of Russia's grand military project deals which are shared with India. India has been Russia's closest ally since it became a nation in 1947. Even before that they had a close friendship, so the US Govt. wants some of their goods such as the Brahmos project... It's not gonna happen.

The Ukraine is not one of the powerful nations of the world, Russia is. Bush was interested in mainly power politics so his agenda with Russia was to attempt to hack away at the tension and allow cordial relations to evolve. Bush and Putin were enemies but the former knew India had Russia's brotherly love. It has always played the middleman because two or more nations would tug at it like candy. Bush did not want to lose India's financial and engineering aid so paid Putin a long overdue visit.
