The governor is being charged with corruption, and will probably get impeached. If the Senate certifies Burris(who is qualified for the job), the Senate is saying, in affect, the Governor is still in power, and has a right to make these decisions. And the Governor will use that at his trial. The Senate is not attacking Burris. They are just saying the Governor , under Ferderal charges, no longer has a right to make these choices.
