I've done a lot of research into this, and the "10% or 30 seconds rule" still means you need permission to use the track if you are using that track to seek something with monotary value--unless of course it is for "educationl purposes." All of these videos are being exchanged for monotary value, therefore there should be no copyrights in any of them.
If you're not sure if a song is copyrighted, it's a good idea to google the lyrics and typically something will pop up.

Some are covered by parody law. Some may have permission to use professional music. I did.
