There needs to be no other train. Those signals lit up because the VIA entered that block. When the VIA is between the controlled signals, all are lit, but when he isn't between the controlled signals, the only ones that are lit are the ones that affect his movement.
I'm no signal expert, but I understand they are "approach lit" meaning they are only lit when a train is in the block in front of them. They were dark before the train passed because there was no train in front of them.
If there was another train before him, that train would have lit the lights up first. Keep in mind that the train in this video saw a set of signals facing him just before I started taping him. If there was a train already in the block in front of him, this train would have seen a red signal and stopped.
@TrainGeek yeah, the reason why it goes red once the train has passed, (i believe), is so that the train behind, if its too close, will stop to avoid hitting the train in front.

But what if by mistake there was, he wouldent kno to stop. i kno its very unlikelly for another train to be infront of it but its not impossible. :P

As traingeek said ... if there was another train, the blocks would already be all lit up. It's how CTC works.
