If it means anything to anyone (and I'm quite aware of the simmering hatred for Vance), to me, Vance's tone when he said, "So do I," indicates that he wants Ziva rescued but as a politician, he needs a compelling reason to persuade the Joint Chiefs to send the SEALs (along with Gibbs, Tony, and McGee) in. Gibbs noted it and subsequently derived a change in the circumstances to justify a SEAL operation to rescue Ziva.

When Tony admits that he thought Ziva was dead it looks like it still hurts him to think about it. Also at the end when Tony tells her his "big plan" you see a tear run down her face as if the small bit of hope she had of getting of there was now gone and she knew that her friend would be dying with her. Very heart breaking. I loved this ep it had so many TIVA moments.
