This is my theory of the Verruckt/Shi No Numa events.

Peter (the hanging guy) was found in shi no numa because he attempted fled from Verruckt after the experiment got way put of control. While he was running to the power room in Verruckt, a zombie came and ripped a piece of muscle and tendon off of his left arm where the elbow is located.
