There wasn't a whole lot of legislation involved in the reduction of mine safety. It's was mostly the massive reduction of enforcement by Dave Lauriski, a coal industry crony who was appointed to be the head of the Mine Safety and Health Administration (MSHA) by Bush for 4 years.
