The idea that they are all corrupt gangsters; that they all go around chewing betel nut, &c. The "zhong guo xiao jie" is is referring to are the upper class "wai sheng" from Taipei and the reaches of KMT society, whilst Tai Mei are the more indigenous peoples of the south, particularly Kaohsiung, Tainan and Kenting who vote DPP.

I think the meaning is more like guyverseven said. 中國小姐 in this song just means a certain style of girl, like prissy style girls from Taipei. The lyrics of the song are about real 台妹, basically country girls. On the album there is a skit before this song where MC Hotdog tells a prissy girl the reason he doesn't like her is because "你不是台妹." In that skit, the girl sounds like she is a prissy 撒嬌 Taipei girl, not from mainland China.
