There's seven Billy dolls. One for each level (except for the second level, Tapp). Soloman is the sixth level. Michael is the seventh level. So, the seventh and final Billy doll is on Michael's level.

Maybe the dude in the pig mask was the 3rd cop in Tapp's apartment at the beginning of the game. The other 2 cops are throughout the entire game, but he just disappeared?

@NoDexJuggalo His name is Jennings Foster and he was a character in the first game. A letter from him to Tapp appears later in the game, in which he vows to dedicate his life to stopping Jigsaw. I think he's definitley a significant character for the future.

Pighead didn't kill Amanda in the first game, just dragged her off into the darkness. Amanda dies in Saw III (the movie), but this game takes place between Saw II and III, so it could be her.

Actually Campbell is completely unrelated to Michael's family. Michael's father is Detective David Tapp, played by Danny Glover in the first film and then used as the main character in the first videogame.
