Where is the video of Officer Shwarz beating and falsely arresting a Uhaul employee last year? There actually is such a video, which is why Shwarz got arrested. Extrapolating using the PPD's own statistics, 4.8% of cops will be arrested. Combine that with a study evidencing that only 8% of police crimes will result in an arrest (assuming an equal distribution of crimes amongst cops arrested and those not), and you have no choice but to conclude that 60% of Philly cops are criminals.

Philadelphia cops are bribed by drug dealers to look the other way. That is the main reason why the murder rate is a major issue, although politicians will never admit it.
