Its all about our Information Gathering Technologies. No fish in the glass having dipped it in the surf: 1) Change location for deeper water or 2) Apply our biochemical analysis technologies for locating chemicals given off by these illusive fish through egestion et al. Apply the appropriate equipment, and, with regard to the SETI Institute, traces and 'clues' may be found/stumbled upon (serendipity) leading to, and pointing toward, poss Extraterrestrial Life.
